Enabling evidence-based policy - WIFO Annual Report 2019 Feature: Development of the dynamic simulation platform microWELT

The development of microWELT was featured as one of two projects of the WIFO Research Group “Labour Market, Income and Social Security” in the 2019 WIFO Annual Report.

“microWELT is a dynamic microsimulation model currently being developed at WIFO. It allows the comparative analysis of the long-term distributional effects of welfare states in the context of aging societies. It considers both state transfers - taxes and social security contributions and the benefits financed from them - and private transfers within families and between households. In particular, distributions between educational strata, taking into account different life expectancies, and between generations are considered. The model combines detailed population forecasts with the calculation approach of national transfer accounts, which allows the national accounts to be broken down to the level of specific population groups according to age, gender, education and family type. microWELT is designed as a versatile and expandable simulation platform and is adapted and continuously expanded at WIFO as a forecast and calculation model for national studies.   • German Text: microWELT ist ein dynamisches Mikrosimulationsmodell, das derzeit am WIFO entwickelt wird. Es erlaubt die vergleichende Untersuchung der langfristigen Verteilungseffekte von Wohlfahrtsstaaten im Kontext alternder Gesellschaften. Betrachtet werden sowohl staatliche Transfers – Steuern und Sozialversicherungsabgaben sowie daraus finanzierte Leistungen – als auch private Transfers innerhalb von Familien und zwischen Haushalten. Insbesondere werden Verteilungen zwischen Bildungsschichten, unter Berücksichtigung unterschiedlicher Lebenserwartung, sowie zwischen Generationen betrachtet. Das Modell verbindet detaillierte Bevölkerungsprognosen mit dem Berechnungsansatz Nationaler Transferkonten, welcher erlaubt, die volkswirtschaftliche Gesamtrechnung auf die Ebene spezifischer, nach Alter, Geschlecht, Bildung und Familientyp unterschiedlicher Bevölkerungsgruppen herunterzubrechen. microWELT ist als vielseitig einsetzbare und erweiterbare Simulationsplattform konzipiert und wird am WIFO als Prognose- und Berechnungsmodell für nationale Studien adaptiert sowie laufend ausgebaut. Aktuelle Anwendung fand es im Rahmen der Erwerbsprognose sowie einer Studie zu den sozialen Unterschieden in der Lebenserwartung und den Gesundheitskosten im Lebenslauf.
